João Carlos Souto, Brazilian, Attorney of the National Treasury. Master in Public Law and Professor of Constitutional Law. Graduated by the School of Law of the Universidade Federal da Bahia in 1987. Attorney of the National Treasury since 1993. At the age of 18 he published his first article, in the “Isto É”, a national Magazine.

He is the author of many articles (covering Law, History, Politics) published in some of the most important Brazilian newspapers, such as: Folha de São Paulo, Valor Econômico, A Tarde, Correio Braziliense, Estado de Minas. He is also the author of the following books: Suprema Corte dos Estados Unidos - Principais Decisões (Lumen Juris, 2008), A União Federal em Juízo (Saraiva, 2000, Lumen Juris 3rd edition, 2006)) and of the article The Advocacy General of the Union in Brazil (2000). In 2012 the North American legal site LexisNexis, published his article Brazil Supreme Court Uphold the Clean Record Law based on “Voice of The People”

Since 2008 he is member of the Editorial Board of the Lumen Juris Editors. He was an advisor in the Constitutional Process that elaborated the Constitution of the State of Bahia, in 1989. He is Professor of Constitutional Law since 1996, he has taught in different Brazilian States, like Minas Gerais, São Paulo and in the Federal District.

He is an active lecturer in some Brazilians Law Symposiums and Seminars. He attended intensive Law Courses in the University of Delaware (1995), Harvard Law School (1998) and Thomas Jefferson School of Law (San Diego, California, 2012). Mr. Souto completed his entire Education in Public Schools, beginning from High School (Colégio Estadual Severino Vieira) to Law Faculty (Faculdade de Direito da Universidade Federal da Bahia). He began his Postgraduated studies in one of the most prestigious School of Law in Brazil (Universidade de Brasília, UnB) and concluded his Master of Public Law degree at the Unifran (Universidade de Franca, São Paulo State).

Mr. Souto is also former Director of International Relations of the Superior School of the Attorney General of the National Treasury Office. In 1993 he installed the Regional Office of the Attorney General of the Union and became the Head of the Office, holding this position until 2003. In 2003 he started working at the Attorney General Office of the National Treasury headquarters, in the Federal Capital, Brasilia, where he joined the International Contract Coordination and then the Center of High Studies. In January 2011 he became the Chief Law Counsel of the Ministry of Cities, a position he held until May of 2012.

He has been approved in several public examinations for public offices, among others: Public Defender of the State of Bahia (3rd position, 1992); Attorney of the State Treasury of Bahia (1992); Attorney of the National Treasury (1993); Attorney of the Federal University of Uberlândia (1st position, 1994) and Professor of Civil Procedure of the Federal University of Uberlândia (1st position, 1998).

Joao Carlos created the Program “National Week of the Fiscal Justice” (2009) and the “Fiscal Justice Magazine”, which he was also the Editor (2009/2012). He wrote the Bill that creates the “National Day of Fiscal Justice”. He was awarded by the Bar Association of the Federal District with the Medal and Diploma “Miranda Lima” (2011) for his “outstanding services to the Law”. Mr. Souto was the first President of the National Forum of the Federal Public Lawyers (2007/2011). He was President of the National Union of the Attorneys of the National Treasury, for two terms (2005/2007-2007/2009). Mr. Souto is, by unanimity choice, the Honor President of the National Forum of the Federal Public Lawyers.
